Personality:
Keisuke Takagi is clearly someone who thinks too much. He comes off as introspective and even rather morose, and there's not much he does to dissuade one from that impression. Compounding this is the fact that Keisuke can be a very difficult person to read - he doesn't express his feelings unless they've grown to be large, weighty things, and when he does give them voice the results can be.... uh, startling.
Y'see, despite his reserved countenance, Keisuke boils with conviction. He is a firm believer in the concepts of absolute good and absolute evil - unfortunately, he views the former as having been almost entirely overtaken by the latter. Keisuke is bitter and angry because no matter what direction he looks to, he sees things first for the imbalances, the injustices, for what's unfair. He wasn't always this way, of course, and the overflowing unstoppable* rage part of his personality is something that comes as a great surprise to Atsuro, the game's main avenue for telling us what sort of person Keisuke was in the years prior to the Lockdown. What we see of him in the game is a Keisuke that's passed by several breaking points, and not just within the scope of time the player explores.
* note: rage may not be as unstoppable as promised.

Backstory:
so this is a story all about how
my life got flipped turned upside down
now i'd like to take a minute, just sit right there
and i'll tell you how i become the judge of a place called tokyo
in commuting distance of the yamanote circle, born and raised
trying to be heroic is how i spent most of my days
kept atsuro from being a gopher and i felt pretty cool
but then shit started sucking in high school
saw some bullies making trouble and tried to intervene
but then the dude i helped turned on me
they gave me one little curbstomp and naoya came and said
"yo loser take this COMP, it'll make you effectual again"
no okay im done
